CFRE previously commented on the draft recommendations in 2004. We do not see a reflection of our comments in the final version. There is an obvious attempt by the Commision to 'sweep under the rug' effects that they are not sure about. By exempting all this minor or unknown effects the Commission is doing a crass disservice to the general public. ALL OF SECTION 2.4 SHOULD BE DELETED! THE PUBLIC MUST BE PROTECTED FROM ANY KIND OF RADIATION, EVEN THE LOWEST DOSE! With no independent members on its panel there can be no objectivity to its value judgment. If ICRP wants to dictate to the public what dose levels wil not cause any harm, they must make the industry PROVE BEYOND A DOUBT that those levels are safe (Reverse Onus). The ALARA Principle still protects the industry only because it contains the 'economic' limitation! We recommend that the Commission make speed to address the criticism of the European Committee on Radiation Risk in their report ECRR 2003.
